The disaster left this area as one of the most affected because it was located in one of the two fracture zones of the plates involved in the quake. As background to these recom- mendations, it is presented the public investment plan recently implemented by the government of president bachelet, known as Arauco Territory plan, its origin and foundations as well as a summary of its main results are discussed.
